Questions people ask
- What is changing on 22 July 2027
- From 22 July 2027 the waste carrier, broker and dealer registration system in England is replaced by environmental permits. There are three permit types: waste transporter, waste controller, and combined controller-transporter.
- What happens to my current registration
- Existing registrations move across to permits when they expire, so the switch is phased from July 2027 to about 2030. Your registration carries on until it expires.
- Do I always need a permit
- Low-risk activity, for example moving small amounts of your own waste, uses a registered exemption instead. Exemption holders do not need to show competence.
- What checks will I have to pass
- Applicants must pass identity, criminal record and tax checks, and show technical competence through the CIWM Controllers and Transporters (CaT) competence scheme. Competence can be held by the permit holder or a nominated person in the business.
- How long does a permit last
- Permits last three years. They cannot be transferred to another business, so a new permit is needed if the business changes.
- Where does my permit number have to appear
- The permit number must be shown in advertising and on vehicles. Drivers carry the permit number and a driver number issued by the operator.
- What about Wales
- Wales keeps the existing registration system.
- What will the Environment Agency charge
- Environment Agency fees for the new permits have not been published yet. Environment Agency fee: to be confirmed. Our fees are separate and cover our service.
